Legislative Update: March 28, 2025
Introduction
The session is beginning to ramp up, although it is still off to a slower start than usual. With the bill filing deadline closing in, there has been an influx of bills that we are watching closely. This past week, the Governor released his proposed Budget for 2025-2027.
Governor’s 2025-2027 Proposed Budget
- Teacher Compensation increases, including a 10.6% average raise that is heavily front loaded.

- Includes a $10,000,000 requested allocation for master’s pays.
- Teacher Supply Stipend providing a $300 tax-deductible stipend to every public school teacher for teaching supplies and materials.
- Provides a 5% increase in employer premiums in each year of the biennium for the State Health Plan.
Legislative Priorities
Over the past week, several PENC Board Members visited Raleigh to meet with essential legislators and officials on Superintendent “Mo” Green’s staff. The group met with:
- Representative Willis (Education Chair)
- Representative Biggs (Education Chair)
- Jeffery Elmore (Speaker of the House Destin Hall’s Senior Budget and Policy Advisor; former president of PENC)
The group also met with high-ranking Democrats, including:
- Senator Meyer
- Senator Chaudhuri
The group had a productive day, and all the legislators supported PENC’s efforts. We will continue to fight for your legislative priorities, including funding pay increases, better benefits, and policy advocacy for all educators.
