SBOE Report: June 2025
The North Carolina State Board of Education met for its Planning Meeting on Wednesday, June 3, and its Regular Meeting on Thursday, June 4.
Both meetings usually contain the same agenda, with the Regular Meeting being when and where the action items are voted on and/or action items/reports receive final approval to be sent or shared with the NCGA or adopted as policy for the NCSBOE.
6/3/2025 Planning Meeting Report
The North Carolina State Board of Education met on Wednesday, June 3rd, for its monthly planning and regular meeting. After the minutes were approved, the board got to work on the Action and Discussion Agenda Committee Meetings.
The first item discussed was the Golden LEAF Schools Initiative. The discussion centered around refining the selection process for grant recipients. The recommendations are as follows:
It is recommended that the State Board of Education approve the Golden LEAF Schools Initiative: Recommended Schools for Selections of 10 schools for the Transformative Schools Cohort and five schools for the PCBE cohort, representing all applicants scoring within the Excellent and Strong quality bands following the established three-tier selection process in accordance with Policy CNTR-001, as submitted.
Next on the Agenda was the Approval of Contracts over $500,000. A list of the contracts can be found here.
The Summary Financial Report was also approved and submitted to the NC General Assembly.
As the teaching profession evolves and pathways for entering the profession expand, the SBOE addresses Experience Credit and Graduate Pay. A summary of the report regarding this topic can be found here.
In addition, the PEPSC commission continues to refine the NC Educator Preparation Accountability Model. The ongoing discussion is slowly evolving as it works toward accommodating some changes in the licensure process. The SBOE has made some recommended changes to the Licensure Testing Requirements. In keeping with the need to compare to a national standard, the SBOE is recommending several updates to the cut scores. The recommendations can be found here.
As guardians of the state’s education purse, the SBOE provides and reviews the monthly budget report. This is a chance to review financial allotments monthly. The June report can be found here.
PEPSC has worked to revamp the North Carolina Principal Portfolio Assessment (NCPPA) for some time now. Due to some problems in the field, the commission has reviewed the portfolio process. An update on this process can be found here.

The meeting was moved to a closed session and adjourned for the day.
6/4/2025 Regular Meeting Report
The Superintendent's Report updated areas of concern and promise and highlighted the Mo Wants to Know tour.
The rest of the morning agenda mirrored yesterday’s planning meeting with no controversial items. Contracts were approved, an Interim Report of the NC General Assembly: Special Needs Pilot Program was approved, and changes to the Certification of NC Financial Officers were made. Updates on Planned and Executed Contracts were provided, the monthly budget report was approved, and the PEPSC recommendations moved through the committee.
The mid-morning discussion was from the Charter Schools Review Board.
An item of discussion for the last year has been on Early Graduation. Below is the SBOE language regarding the process (a complete summary on the report can be found here):
State Board of Education Policy Amendments:
Process for Early Graduation from High School (GRAD-001)Students continue to have the option to graduate early from high school. This proposed amendment adds the requirement that this is indicated in the NC-SIS to clarify all ways a student may graduate early in North Carolina.
Accelerated Pathway for Early Graduation (GRAD-006) Based on legislation, students may choose to be on an accelerated pathway for early graduation before starting high school. This proposed amendment requires that this be indicated in the NC-SIS to clarify all ways a student may graduate early in North Carolina. Note: NCDPI staff have worked with PSUs for the last year on these changes. This amendment is needed to ensure that it is clear how the student is graduating early, especially given that PSUs can no longer require additional graduation requirements beyond those the State Board of Education has set.
Voting (Meeting Minutes, Agenda on First Reading, Action, and Consent) moved through without debate.
