SBOE Report: May 2025

The North Carolina State Board of Education met for its Bi-Annual Planning Meeting and Work Session on Wednesday, April 30th, and its Regular Monthly Meeting on Thursday, May 1st.

 

4/30/2025 Bi-Annual Planning Meeting and Work Session Report

 

After recognitions and an explanation of the Work Session's purpose, the meeting began with the Superintendent’s Report, which included a brief response to a US Department of Education (DOE) letter concerning NC and Title 6 (Civil Rights Act). The letter stated the DOE would withhold federal funds if NC did not comply with Title 6. Superintendent Green stated that he believes NC complies with Title 6 and that his office has not heard from the US DOE regarding the response or the amount of funds at stake.

 

Superintendent Green continued his report by discussing his Mo Wants to Know tour, a listening tour involving education stakeholders.

 

Because this was a Bi-Annual Planning Session, the Board did not discuss the committee agenda and action items as usual. Most committees simply provided an update on their current work.

 

A brief presentation called Update on the 2025 Legislative Session continues to track legislative items in the pipeline as the crossover date fast approaches. A link to the update can be found here

 

The B-Annual Planning Meeting consisted of three morning sessions:

  • Re-framing Our Together

  • Strategic Planning

  • NC Student Health: A Bottom-Up & Top-Down Approach

The majority of the meeting concerned the following question:

 

If we were tasked with building a K-12 public education system today from scratch, what would it look like?

 

After lunch, the Bi-Annual Planning and Work Session continued with the following presentations and discussions:

After a closed session late in the afternoon, the Board adjourned to continue with the Regular Meeting on Thursday with limited action and discussion items.

 

5/1/2025 Regular Meeting Report 

 

The SBOE resumed standard action on Thursday with their regular monthly meeting.

 

After morning recognitions and the Superintendent’s Report, the following committees gave reports:

  • Student Learning Achievement Committee Report:

    • 2024 State Advisory Council on Indian Education (SACIE) Annual Report to the NC State Board of Education

    • 2024-2025 Excellent Public Schools Act Middle of the Year Data Update

    • Report to the NCGA: Eleventh Graders Completing Graduation Credits in Three Years.

  • Educator Standards and Practice Committee Report:

    • Report to the NC General Assembly: State of the Teaching Profession

Additionally, updates on the new NC Principal Portfolio Assessment were discussed. A summary of the recommendations can be found here.

The voting portion of the meeting continued with last month's items that were going through the SBOE.

 

The Board then heard the Report to the NCGA Supplanting of Low-Wealth or Small County Supplemental Funds. A link to the report can be found here

 

The final presentation included contracts over $50,000. A link to those contracts can be found here

 

Finally, action items and consent items were approved. These items have been in the pipeline for several months and are usually non-controversial.

 

The next State Board of Education meetings are June 4th and 5th, and a virtual meeting is scheduled for July 10th.
